Archival Governance and Institutional Memory: Community-Based Capacity Building for Sustainable Rural Administration

This study examines the role of archival governance in strengthening institutional memory and promoting sustainable rural administration through a community-based capacity-building approach. The research addresses persistent archival management problems in village government institutions, including disorganized records, weak archival awareness, limited administrative capacity, and the absence of standardized classification systems. These conditions have reduced administrative efficiency, weakened public accountability, and threatened the continuity of institutional knowledge. Using a qualitative participatory action research design, the study was conducted at the Negeri Suli Village Government Office, Central Maluku, Indonesia. Data were collected through participatory observation, in-depth interviews, focus group discussions, archival documentation analysis, and evaluations of training activities. The findings reveal that community-based capacity building significantly enhanced the cognitive, technical, and organizational competencies of village officials in archival management. Participants demonstrated improved understanding of records classification, retention, preservation, and institutional documentation practices. The study also identified a paradigm shift in which archives were increasingly perceived as strategic institutional assets rather than routine administrative burdens. The novelty of this research lies in integrating archival governance, institutional memory, and sustainable rural administration within a participatory governance framework. The study proposes a participatory archival governance model that strengthens administrative order, institutional resilience, and public service quality in rural governance systems.
